Each rate divides 2025 Census BFS applications by the county’s Census Vintage 2025 resident population estimate. Hillsborough still has the most total filings, while Rockingham has the highest application volume relative to resident population among these high-volume counties.

Census BFS counts EIN applications. The denominator is 2025 resident population, which adjusts the filing count for scale. Startup conversion requires a business-based denominator.
